Hojo’s death had been suspicious. After all, no one could imagine why he would have set himself and most of Mt. Nibel on fire. That was the confusion in his “mysterious suicide”.
Sephiroth, meanwhile, had outlived his usefulness. There were no wars. There were still monsters to fight, but nothing that required a general. It hadn’t been hard to convince President Shinra that two SOLDIERs was a small price to pay to retire the Silver General on good terms, the most cost effective way.
The Turks had been reassigned, as no one alive actually knew what Hojo had been doing or why. Therefore, all the projects that no one else was able to vouch for were discontinued, like the surveillances on some people for no apparent reason.
Zack overheard this all from the back corner booth at a hamburger place in Midgar. He paid his bill and went home to the chocobo farm to tell Sephiroth and Aeris and Cloud and the kids that everything was just fine.
